Selectmen’s Meeting Minutes
Thursday – April 28, 2005 – 5:45 pm
Present: Selectmen - Chairman, George Rainier; Selectman, William Brooks; Selectman; Conrad B. Dumas

Department Heads:
6:00 – Treasurer, Aaron Kullgren –
· TAN - Aaron reported things are going well; the 2005 TAN is operational and $100,000 has been drawn down from it.
· Direct Deposit - Working on direct deposit services
· Sweep Account – Setting up a repurchase agreement with the Bank of NH – Kullgren explained this is a good use of our funds, variable rates,
· Taxes – Tax bills should be going out shortly – the final review of pick-ups will be done early next week, warrant will then be created and tax bills can go out.
Kullgren discussed with the Administrative Assistant if the tax collection program can generate a copy of abatements, this will give him a check for abatements issued to/from tax collector
Would like a printout from Tax Collector of all payments made July ‘04
Discussed paying headliner at the Blue-B-Que in cash? We will draft a check, they endorse the check back to the town, and the town will then give them cash. This keeps a paper trail and allows the band members to be paid that night. Will double check with auditor, but this seems to be a clear way to take care of it.
6:30 – “Wage, Benefit Study Committee” – to discuss who will sit on the committee, as well as the direction of the committee.
Residents who have shown interest to sit on this committee are: Greg Martus, Karen Day, Jarvis Adams IV, Margrit Bliss, Aaron Kullgren, Nell Conkright, Deb Davidson and the Board of Selectmen will all sit on the committee. Ms. Conkright had a previous appointment and could not attend this meeting, however she will be notified of the next meeting.
Deb will provide everyone who would like, a disk of the “wage & benefit” book provided by Local Government Center.
Mr. Kullgren asked what exactly is the purpose of the committee?? Further discussion followed regarding incentive base vs. cost of living raises. Kullgren discussed the fact that a wage & benefit study only is not too difficult, however if considering merit or steps it would be more involved.
Further discussion followed regarding, which positions are we looking at? Selectmen thought that Police, Highway, Administration, Library, Recycling, Parks & Recreation, Supervisors of the Checklist, Treasurer, Tax Collector, Town Clerk etc., basically all employees should be reviewed. A report should be prepared and available for town meeting.
Discussion followed Selectmen indicated they are open to any suggestions.
Karen Day suggested each member of the committee taking a neighboring community and going to the town office and research as much information as to how their system works. How the various neighboring communities evaluate their employees, job descriptions, pay grades, etc. all need to be compared
Decision: The next meeting will be with all members except the Board of Selectmen and Administrative Assistant to allow the members to discuss their strategy etc. The Committee can meet back with the Board of Selectmen in two months - June 30TH at 6:30 pm. Administrative Assistant will send reminders to all members of the committee.
Administrative Assistant will provide copies of the Town of Greenfield’s current personnel policy and the pay classification study, which was done in 2000, to all members of the committee.

On – going matters:
New Keys – Administrative Assistant called Mr. Whiton on Wed. am, hasn’t heard back from him, she will call someone else.
Waste Water Project – Administrative Assistant will contact the Road Agent and get name of the operator who runs the system in Antrim. She was further asked to copy the contractor schedule for Selectman Rainier. Keith provided a cost savings sheet. Administrative Assistant will get paperwork going for a possible welfare hookup.

Mail – Review misc. incoming mail –
Septic System Operational Guidelines – Keith Pratt provided the Selectmen with a sample of what he considered a good SOG for the town. Selectmen will review it, it seems to be cleaner reading and Mr. Pratt thought it would be more efficient.
Minute amendment – In October 2004 Mr. Delay had been referenced in the minutes “Letters – ~Richard Delay - Invoice to UEI”. Mr. Delay had previously contacted the office; Selectmen did not make a formal change to the minutes at that time. Mr. Delay has again contacted the office and would like the minutes amended to clearly reflect Mr. Delay did not owe $40.00 to UEI for maps; he had paid the Town directly. Since this all transpired in October 2004, the Town has paid the invoice. This should clarify any misunderstanding anyone might have regarding the minutes of October 14, 2004.
Disturbance – FYI – On Tuesday office staff called the police to have a person removed.
Reimbursement – The bill the Road Agent submitted was from himself being the vendor; it does not show proof of payment. Did we buy the items from Duffy? Selectman Dumas stated, Yes. The invoice was submitted appropriately.
Oak Park Propane - John Hopkins discussed UST for propane at Pak Park and owning vs. renting one. No decisions were made at this time, further research will be necessary.
Cruiser – The Old police cruiser was not in local papers this week, Selectmen would like it advertised next week.
LCHIP – Cheryl Carlson contacted the Administrative Assistant, the application that was denied last year, will again be reviewed for 2005 disbursement. Hopefully, it will be a positive review.
Appointments – Selectmen would like to meet with the Tax Collector and the Librarian on Thursday, May12th for updates.
Y-T-D Budgets/Key Staff – Selectmen would like to review budgets on May 19th, they would also like to have a key staff meeting scheduled for that evening at 7:00 pm.
Agenda for the 19th – research other positions, update on town status…
With no further business, Selectman Rainier adjourned the meeting at 7:45pm. The next scheduled Selectmen Meeting will be Thursday, May 5, 2005 @ 5:45 pm.
